The Joint University Librarians Advisory Committee (JULAC) was established in 1967 by the Heads of University Committee (HUCOM). It is a forum to discuss, coordinate, and collaborate on library information resources and services among the libraries of the eight tertiary education institutions funded by the University Grants Committee (UGC) of the Hong Kong SAR Government.

Membership of JULAC is limited to the directors of the eight UGC institution libraries:

A Chairperson is elected in April to serve a period of at least twelve months.  JULAC meets at least four times a year.  All business is conducted by serving professional librarians in standing committees and special task forces. The chairman of 2007/08 is Mr. Michael Robinson, Librarian, Hong Kong Institute of Education.

In addition to being a member of the International Coalition of Library Consortia (ICOLC), JULAC is also a member of the International Scholarly Communication Alliance (ISCA).
