JULAC comprises of the Library Directors of the eight tertiary education institutions. The Chairperson of JULAC is elected by the Library Directors. The Chairperson is appointed on rotating basis and to serve a period of at least twelve months. JULAC meets at least four times a year. All business is conducted with representatives from all libraries in standing JULAC committees and special task forces. JULAC Manager provides administrative support to JULAC and its operations.
